County Councillor Michael Harrison declared an interest as a relative of his works in Health and Adult Services.

Sexual Health Contract

 

 

Key decision required to agree a proposed extension to the Sexual Health Services Contract.

The current Integrated Sexual Health Service (ISHS) contract is due to end on the 31st March 2021.

The proposed extension period is outside of the current contract term by a total of 24 months; however Legal Services have advised that a contract may be modified under Regulation 72 of the Public Contracts Regulations 2015 (PCRs) without the need for a new procurement exercise in certain circumstances.

The additional 12 months’ extension will allow comprehensive negotiations to be reconvened and finalised before a long term Agreement is entered into.

Members reviewed the financial and resource implications and benefits.

Prevention Contracts Emotional Health and Substance Misuse

 

 

The purpose of the report is to update HAS Executive on progress regarding the recommissioning of Emotional Health and Wellbeing Services and seek a key decision on the extension of the current contract.

 

The Council currently commission COMPASS to deliver a range of services to support the Emotional Health and Wellbeing of Children and Young People and to provide support around Substance Misuse. This contract is currently due to end on 31st March 2021.

 

The complexity of the commissioning and contracting arrangements have led to a number of delays in the development of the new model as legal and practical issues are agreed. Whilst significant progress has been made, a number of issues remain unresolved and subsequently the new arrangements will not be in place for April 2021.

 

The proposed extension gives sufficient time to either complete partnership arrangements with the CCGs and TEWV or implement alternative commissioning and procurement arrangements.

 

It is proposed that the existing contract for Emotional Health and Wellbeing is extended for a period of 6 months + 6 months as above and varied to remove the elements relating to Substance Misuse which form part of a new service.

Fees and Charges

 

 

Non-key decision required to approve new charging rates as outlined and agree proposed fee levels for the period 2021-22

Fee uplifts for Residential, Nursing, Domiciliary Care and Community Based Services 2021/22

This report informs the Executive member of proposed fees for Residential, Nursing, Domiciliary Care and Community Based Services in 2021/22.

Work has been undertaken over the past year on a new Actual Cost of Care exercise and findings have been shared with representatives of the care sector.

Delays in the intended roll-out have been caused due to the concentration of the sector on dealing with the Coronavirus pandemic and, it has been agreed that the work undertaken will inform a roll out of the review from April 2022

The Executive Member is asked to consider the contents of this report.

·         Agree that fee increases to care homes for both residential and nursing would be 3.5% for all weekly charges less than £750 per week and 1.5% for those above that. This would take the “NYCC rates” to £599.34 and £592.41

·         Agree an increase of 3.5% inflation for all domiciliary care packages below UKHCA rate and 1.5% above that rate.

·         Agree a 3% increase for other non-regulated contracts. This would include day opportunities and supported living.

·         Agree a 3% increase for working age adults placed in residential and nursing care within the local authority area.

 

FEES AND CHARGES FOR IN-HOUSE & COMMUNITY CARE SERVICES 2021-22

This report sets out the proposed changes in fees and charges for in-house community care services plus meals, transport and laundry services for 2021/22.

Traditional uplift of charges is an exercise carried out annually and the new charges are implemented in April to coincide with the benefit uplift awarded by DWP (from Monday 12th April 2021 for 2020-21)

Consultation originally took place as part of the introduction of the Fairer Contribution policy via the Area Committees through a questionnaire to user representative groups as well as being considered by Care and Independence Overview and Scrutiny Committee.  No further consultation has been undertaken for this annual uplift process.

The Corporate Director Health & Adult Services in consultation with the executive member for Health and Adult Services is asked to:-

·         Approve the new charging rates as outlined in section 3, Tables 1 and 2 of this report, to be effective from 12 April 2021

Cllr Dickinson asked that communication is sent to people affected by the charges. AH will take this forward.
